PROBLEM TO BE SOLVED: To cut and separate a product forming body corresponding to a product from a sheet member efficiently by cutting a cut line preset in a sheet member corresponding to a product component while rotating a rotary cutting member for cutting a sheet member by a cutting blade provided on the rotary cutting member. SOLUTION: A circular cutting blade 6a for longitudinal direction for cutting a cut line 5a along the longitudinal direction of a sheet member 1 is provided on each of both end faces of a rotary cutting member 7, and a cutting blade 6b for cross-direction of the sheet member 1 is provided on the side of the rotary cutting member 7. Accordingly, by rotating the rotary cutting member 7, the cut line 5a is cut by the circular cutting blade 6a, and a cut line 5b is cut by a rectilinear cutting blade 6b, thereby cutting and separating a product component (product) 2 from the sheet member 1 efficiently. Thus, the product 2 can be produced efficiently and vibration and noise in cutting and separating operation can be prevented efficiently.
