PROBLEM TO BE SOLVED: To measure a speech available time in response to an actual operating state by providing a transmission power control means that controls variably transmission power of a mobile radio device based on preset transmission power distribution data and a speech available time measurement means that measures a speech variable time of the mobile radio device while controlling transmission power under then control of the transmission power control means. SOLUTION: A control section 4 outputs a control signal ScTL to a mobile radio device via a control signal generating section 3 and a connection terminal 1 based on a speech time measurement control program, control data and transmission power distribution data stored in a storage section 5. The mobile radio device transits to a speech state with transmission power corresponding to the control signal ScTL. The transmission power measurement section 2 measures transmission power of the mobile radio device and outputs measured data DM to the control section 4. The control section 4 allows the speech time measurement section 6 to start measurement of a speech time. The speech time measurement section 6 measures the speech time till a capacity of a battery of the mobile radio device is less than a prescribed capacity.
