PROBLEM TO BE SOLVED: To provide a user with the actual situation of an optional place by video in real time by comprising a video fetching means, a displaying means which outputs on-the-spot video fetched by the video fetching means, etc. SOLUTION: For instance, a user clicks the place of Shonan coast with a mouse 6a. In consequence, a controller 2 retrieves address data from a place database based on the input and retrieves on-the-spot video identification data. And, a computer 11 for relay service is accessed based on the retrieved on-the- spot video identification data and video data and audio data are fetched on-line from a video camera and a microphone which are installed at the on-the-spot place and are outputted to a display 7 and a speaker 8 in real time. Because the video and sound outputted at that time are realtime video and sound at the present time, the user can get a feeling and strong emotion as if the user actually is on the spot.
