PROBLEM TO BE SOLVED: To obtain a coating material which blocks or reduces light of a specific wavelength and improves the impact resistance of the coated article, and to obtains a plastic material or light-transmitting optical element wherein light of a specific wavelength is blocked or reduced and the impact resistance has been improved. SOLUTION: A coating material comprises at least one compound having a maximum absorbance against a specific wavelength and a melamine resin. Here, the melamine resin comprises an etherified methylol melamine and a polyol having two or more hydroxyl groups within a molecule. The coating material blocks or reduces light of a specific wavelength and improves the impact resistance of the coated article. Furthermore, this coating material is applied to the surface of a plastic material or light-transmitting optical element to form a film to obtain a plastic material 12 or light-transmitting optical element wherein light of a specific wavelength is blocked or reduced and the impact resistance has been improved.
