PROBLEM TO BE SOLVED: To lower the overall height of an apparatus, and permit packed matters to be fed form right above the apparatus. SOLUTION: The machine includes a cutter 5 for cutting a fed packaging film 3, a distributing plate 6 for cutting the packaging films 3 to be fed in the respective opposite directions turned at 90 deg., guide rollers 8 for returning the directed and fed packaging films 3 back to the central side of the distributing plate 6, crowning rollers 9 for allowing the packaging films 3 fed from the guide rollers 8 to be opposite and fed downward, welding rollers 12 for welding both the breadth sides of the packaging films 3 along the advancing direction of the packaging films 3, welding rollers 13 for welding the packaging films 3 laterally, an injection pipe 10 for injecting matter to be charged just above the apparatus, and rotation cutters 15 for cutting the packaging films 3 with matter to be packed therein at laterally welded parts.
