PROBLEM TO BE SOLVED: To keep the angle of elevation of an underwater vane small by inclining a line connecting the underwater vane lift center and the underwater vane rotation fulcrum, in a state where the angle of elevation of the underwater vane is set to zero, toward a rear side with respect to the vertical line within a specific range. SOLUTION: In a state where an underwater vane 21 is set to an under water angle of elevation of 0 deg., a line connecting a center of lift by the underwater vane 21 located in an underwater vane support column and a rotation axis 31 a which is a rotation fulcrum of the underwater vane support column is inclined 10 to 15 deg. toward the rear side with respect to a vertical line. A support point 34a of a control cylinder is pivobably supported at base end thereof at a bracket of a control cylinder. A leading end 33a of the arm is a stress point of the underwater vane support column which receives force from the control cylinder. The length of a line Z connecting the support point 34a and the leading end 33a of the arm can be changed by extension of a rod of the control cylinder. In connection to this extension, the underwater support column and the arm are rotated about a ritation shaft 31a.
