PROBLEM TO BE SOLVED: To provide an electrolytic capacitor outer case which is improved in adhesion, insulating properties, printing properties, and corrosion resistance, and a method of manufacturing capable of reducing environmental pollution. SOLUTION: An electrolytic capacitor outer case is formed of an aluminum plate where a polyester resin film, which is a two-layered structure composed of a lower acid-deformation polyester resin film, whose melting point is 240 deg.C or below and an upper crystalline biaxially oriented polyester resin film whose melting point is 250 deg.C or above, is bonded to its one side or both its sides. The capacitor outer case is manufactured through a method that comprises a first step, where the surface of an aluminum plate is heated up to a temperature range of 100 to 280 deg.C and a second step where a polyester resin film, which is a two-layered structure composed of a lower acid-deformation polyester resin film, whose melting point is 240 deg.C or below and an upper crystalline biaxially oriented polyester resin film whose melting point is 250 deg.C or above, is bonded to its one side or both its sides.
