PROBLEM TO BE SOLVED: To provide a system where a decoding key is not stolen, even if an encryption key and an encrypted text are intercepted and the encrypted text is surely decoded into a plain text. SOLUTION: In a transmission data encryption system A, a transmission procedure management means 107 outputs an encryption key-encryption program transmission request. In a reception data decoding system B, an encryption key-decoding key generating means 105 receives an encryption program and a decoding program from an encryption/decoding program storage area 110, generates an encryption key and a decoding key, outputs the encryption key and the decoding program to a data transmission means 102 and gives the decoding key and the decoding program to an encryption text decoding means 104. In the transmission data encryption system A, an encryption text generating means 106 uses the encryption key according to the encryption program for encrypting a plain text into an encrypted text. In the reception data decoding system B, the encryption text decoding means 104 uses the decoding key according to the decoding program to decode the encrypted text into the plain text.
