PROBLEM TO BE SOLVED: To provide a 3-way conference (speech by plural number of persons) system where a 3rd party makes a call to a phone call that has already been established between the other two parties. SOLUTION: This telephone conference controller consists of a call relation information receiver. A memory receives at least one entry relating to call relevant information, with respect to a 3rd caller that is permitted for an already existing telephone call. A processor compares call relevant information received by a call relevant information receiver with at least one entry in the memory, and when the comparison indicates the coincidence, the phone call entry of the 3d party caller to a phone call having been already in existence is attained. The method for taking the 3rd party caller in the conference of the phone call already in existence consists of steps of instructing the phone call from the 3rd party caller to a called party of the phone call which is already in existence.
