PROBLEM TO BE SOLVED: To provide a network monitor system and the method capable of monitoring the operation state of a network without lowering network efficiency. SOLUTION: The respective nodes of a master node 13 and slave nodes 15a-15c connected in a ring shape transmit a command in one direction, send out a state monitoring command for monitoring the operation state on the network to the node of one upstream and monitor the operation state on the network by a response to the state monitoring command from the node of one upstream. A traffic monitoring part 13 monitors a traffic amount on the network and judges whether or not the traffic amount is smaller than a predetermined value, and in the case of judging that the traffic amount is smaller than the predetermined value, a start command transmission part 19 transmits a start command for instructing the transmission start of the state monitoring command to the respective slave nodes.
