PROBLEM TO BE SOLVED: To reduce height dimensions of a valve device by carrying out opening and closing work of a valve element in the horizontal direction. SOLUTION: A water passing passage 15 communicating with a conduit is provided in a valve box 12, a fire hydrant port 14 communicated to the water passing passage 15 is provided on an upper part of the valve box 12, a valve element 16 to open and close the water passing passage 15 is arranged in the valve chest 12, the valve element 16 is formed in a disc shape having an axis of rotation in parallel with a shaft center of the water passing passage, an opening hole 16a to open the water passing passage 15 is provided on the valve element 16, a gear part is formed on a peripheral edge part of the valve body 16, a small gear 21 to be engaged with the gear part is arranged free to rotate and a cap 23 is connected to the small gear 21 through an input shaft 22.
