PURPOSE: To prevent the damage to an objective surface or the generation of removal irregularity on the objective surface by allowing a cutter to advance and retreat with respect to the objective surface while rotating the follower roller engaged with the cutter along the objective surface to hold a predetermined interval between the cutter and the objective surface. CONSTITUTION: When a drive motor 15 is driven, a drive shaft 10 and a rotary flange 9 are rotated through a speed reducer unit 13 and the holders 4, cutters 3 and follower rollers 8 attached to an attaching plate 5 are rotated. The holders 4 are energized in the direction approaching an objective surface by torsion coil springs 7 and, by rotating the follower rollers 8 so as to follow the objective surface 1 or the unevenness thereof, the follower rollers 8 and the cutters 3 fixed at definite positions can be rotated so as to always hold a definite interval with respect to the objective surface 1 without coming into contact with the objective surface 1. Even when the circular pipe forming the objective surface changes in diameter, the attaching height of a removing device attaching plate 17 may be adjusted through a liner or the like. |
