PROBLEM TO BE SOLVED: To realize highly precise ranging which is independent of the reflectivity of an object. SOLUTION: This device is provided with a light projecting means for irradiating a pulse light to the outside part and a light receiving means for receiving the pulse light reflected at the outside part, and operating photoelectric conversion so that inter-object distance data can be outputted by measuring a time from the irradiating point of time of the pulse light until a light receiving point of time. In this case, an electric signal obtained by photoelectric conversion by the light receiving means is periodically sampled for storing instantaneous values at plural point of times, and a point of time (ip) at the point of infection of received light quantity change is calculated based on the plural stored instantaneous values so that inter-object distance data can be generated by using the calculated point of time (ip) as the light receiving point.
