PROBLEM TO BE SOLVED: To provide a method for taking out a fund from a mail rate meter. SOLUTION: A method for taking out a mail fund from a mail rate meter contains the provision of information related to a seal invalid for moil to the account unit of the mail rate meter. The account unit generates the ciphered value of a mail fund which is taken out from the mail rate meter and a digital signature being other mail data containing information related to the seal. The account unit sends the amount of the mail fund taken out from mail rate meter and the digital signature to a data center 5 through a host PC 12. The data center 5 recognizes that the digital signature is generated by using the information related to the seal. When the digital signature is not recognized, the meter 5 is disabled. When the digital signature is recognized, the data center 5 sends the request of refund to a post office. The example of information related to the seal is an invalid address postal code or an invalid sending place postal code.
