PROBLEM TO BE SOLVED: To provide a device for operating position localization by a bi-static processing using an RDT(rotary direction transmission) system. SOLUTION: A receiver sensor array 1 is connected with a phasing means 2, the phasing means 2 is connected with a detecting means 3-2, the detecting means 3-2 is connected with a signal detecting means 4-2, and the signal detecting means 4-2 is connected with a transmitting time estimating means 11. A transmitting time input terminal 7-1 is connected with a template calculating means 8. A transmitting and receiving array position input terminal 13 is connected with a template calculating means 8 and a position localizing means 12. The template calculating means 8 is connected with the transmitting time estimating means 11, the transmitting time estimating 11 is connected with a position localizing means 12 and the position localizing means 12 is connected with an output terminal 14.
