PROBLEM TO BE SOLVED: To visually check a pop-up window without causing a waveform to be hidden by providing a means for displaying the waveform in the pop-up window semipermeably. SOLUTION: A display means 4 displays the waveform data of a waveform memory 2 on a display 5, at the same time displays a pop-up menu window by using the text data in a text memory 3, and displays it in the pop-up menu window on the display 5 semipermeably. Then, the display means 4 sets a measurement circuit 1. An operation part 6 controls the display means 4, for example, through an operation button. Then, the display means 4 consists of a semipermeable range means 41, a position judgment means 42, a priority order judgment means 43, and the like. The semipermeable range means 41 determines a semipermeable range by a waveform display range, the display position information of the text memory 3, and the display range of the pop-up menu window. The position judgment means 42 judges a dot position to be drawn. The priority order judgment means 43 judges a display priority order according to the semipermeable range of the semipermeable range means 41, the dot position of the position judgment means 42, and the character information of the text memory 3.
