PROBLEM TO BE SOLVED: To prevent traffic accidents in advance by monitoring the driving state of a driver using a portable telephone set. SOLUTION: When a portable telephone set 10 goes into a speech state, a control section 12 of the portable telephone set 12 outputs a busy signal. Upon the receipt of the speech signal by a control section 22 of the on-vehicle adaptor 20, the control section 22 starts monitoring of a signal received by an input section 23. The control section 22 receives speech information of the automobile from a velocity sensor 40, when the portable telephone set 10 reaches a speech state and receives steering wheel operation information from a steering wheel angle sensor 30, when the velocity of the automobile reaches processing level or over, discriminates no operation of the steering wheel when no change takes place in the input from the steering wheel angle sensor 30 within a prescribed time a tone generating section 24 gives a control signal and generates a tone signal as an alarm signal and gives it to a tone output section 25.
