A device 13 for measuring the concentration of Fe/Cr that measures the concentration of Fe clad and Cr is located at the downstream end of the branch pipe. Downstream from the device 13, a Cr/Fe concentration control device 14 and an Fe injection device 15 are placed respectively. The outlet side of the device 15 is linked with a pipe route connecting a condensate filter 5 and a high-pressure condensate pump 6 by way of a pump.
