PROBLEM TO BE SOLVED: To provide a quick starting device capable of quicky starting a reformer without using a cell. SOLUTION: A reformer 1 for supplying reformed gas to a fuel cell has an evaporating part for evaporating fuel and water; a reforming part for forming reformed gas with evaporated fuel and water; and a CO processing part for removing CO contained in the reformed gas; and a heating medium is circulated to the evaporating part and the CO processing part through a circulation line 5, the circulation line 5 has a pump 6 for circulating the heating medium; a temperature controller 7 for controlling the temperature of the heating medium; and a tank 8 for storing the heating medium; and a temperature keeping heat source 9 is installed in the tank 8.
