PROBLEM TO BE SOLVED: To provide a technique capable of securing stable communication by appropriate communication quality degradation detection and selection of channel changeover means even in an environment where interference waves to a communication channel to be the cause of communication quality degradation are frequently caused. SOLUTION: This device comprises a radio part 1 for performing radio communication with a base station, a reception electric field strength detection part 2 for detecting the reception electric field strength of signals received from the base station, a frame error rate detection part 3 for detecting a frame error rate based on reception data, a channel changeover judgement part 4 for judging a channel changeover method in detecting the degradation of communication quality, a frame error rate threshold setting part 5 for setting a frame error rate threshold which is a condition for detecting the degradation of the communication quality and a state monitoring part 6 for monitoring the result of a channel changeover operation.
