SOLUTION: The marked frame number 36 of a vehicle 100 is recognized by a frame number recognizing device 34 and supplied to a vehicle register ID managing device 42. The device 42 compares vehicle ID to be stored, which is supplied from a vehicle register ID database 44, with the frame number supplied from the device 34 and stores correct vehicle ID to a storage part in the vehicle ID processor 10 of the vehicle 100.
