PROBLEM TO BE SOLVED: To provide the communication system that provides communication service impartially to each mobile terminal and enhances the communication efficiency and to provide the base station. SOLUTION: A base station 1 informs each terminal 3 of an access control probability in response to number of times of packet re-transmission of each mobile terminal 3, that is, traffic in a communication service area 2. Thus, number of times of the access by each mobile terminal 3 is limited in terms of the probability, occurrence of collision between packets at the base station 1 is reduced and an event that a specific mobile terminal 3 cannot receive the service is avoided.
