PROBLEM TO BE SOLVED: To restrict a connection time band and a connected party. SOLUTION: First or a third information acquisition means 16, 22 and 30 acquire transmission time band information, connection time band information and address information through a communication network 6 prior to connection operation for a system connected to a public network 4 and a system connected to the communication network 6. A first information extraction means 17 extracts a time band information corresponding to a public network transmitter' s number obtained from the public network 4 by a number acquisition means 14 from the transmission time band information and a first condition decision means 18 decides whether this time band includes a current time or not. A connection control means 20 connects a public network connection system to a communication network connection system only when this decision result is positive. Also, restriction of the connection time band and the connected party every connected party is performed on the basis of the connection time band information and the address information.
