At the time, the control right of a terminal equipment is temporarily given up by returning a temporary response message. Information related to the repeated processing request message (repeated message) is stored in a repeated message information storing means 23. At the time of receiving a response message from an external system side communication control means 24, a response message processing means 22b recognizes which repeated message corresponds to the received response message by referring to the stored contents of the means 23 and transmits the response message. Consequently the response message can be repeated by an optional response message processing means and load distribution can be attained even in the case of processing the response message.
