摘要 PROBLEM TO BE SOLVED: To improve the reliability of a system without causing any systemdown even if failures simultaneously take place in the both of a control part and a speech communication module by independently switching a control part system and a speech communication path module system. SOLUTION: If a failure takes place in a module controller (MCNT) 07 of a zero system of a certain speech path communication module (SPM) 9-m when the controller (MCNT) 07 operates as the current device, a failure controlling part 074 detects it and notifies it to a duplication controlling part 075. The part 075 communicates with the duplication controlling part 175 of a module controller (MCNT) 17 of a one system, switches to the controller 17 of the one system as the current device if the controller 17 is in a normal state and switches the controller 07 of the zero system to a spare state. Further, the switching is performed independently of a controlling part 1, a module switching device only for the module (SPN) 9-m is switched and the other speech communication path modules are not affected.
