PROBLEM TO BE SOLVED: To receive an incoming call from an unspecified opposite party at the time of emergency by deciding that it is still in a message receiving state after the lapse of a prescribed time as an emergency incoming call state and signaling that it is an emergency incoming call state to a called person.
