PROBLEM TO BE SOLVED: To realize one-to-one and n-to-one mapping in the case of mapping FR connection and ATM connection by dividing a table in which connection information is stored into an FR to ATM connection information table, an ATM to FR connection information table and a connection routing table. SOLUTION: An FR to ATM connection information processing part 102 retrieves the FR to ATM connection information table 103 from a line number and a DLCI (FR) and obtains the connection information of FR connection. An ATM to FR connection information retrieving part 103 retrieves an ATM to FR connection information table 109 from a VPI/VCI and obtains the connection information of ATM connection. An FR to ATM routing processing part 104 and an ATM to FR routing processing part 110 retrieve a connection routing table 105 and retrieves the destination connection of a frame.
