PROBLEM TO BE SOLVED: To reduce the calculation amount required for motion detection and to reduce circuit scale by sharing a motion detection circuit in an image encoder for performing pixel number conversion. SOLUTION: For source image data inputted from a terminal 11, a pixel number is converted in an image number converter 21, and reduced image data are generated. A motion vector detector 24 detects a motion vector on a generated reduced image and stores it in a vector memory 26. The motion vector detector 25 detects the motion vector on a source image, based on the reduction rate of the motion vector on the reduced image stored in the vector memory 26.
