PROBLEM TO BE SOLVED: To notify that the cause of not making a call out is due to failure occurrence on a network side by returning a DISC message to which the reason display of why the network is out of order or a REL message by forcedly starting a layer 1 with an ISDN terminal device and disconnecting a call out in a case such as when a failure takes places in the network side and call out processing can not be performed. SOLUTION: When a timer makes timeout before a U point controlling part 34 detects a SIG 3 (inversion) from a subscriber exchange, it forcedly makes a user network interface I a starting state with a facsimile machine. And, a SETUP message is transmitted and it is received by a D channel controlling part 35 of a network terminating device 2. As a result, a main controlling part 30 controls the part 35, transmits a DISC message to the facsimile machine and disconnects a call. And, the facsimile machine is notified that the call is disconnected because a failure takes place on the side of the network.
