PROBLEM TO BE SOLVED: To obtain a fixing device by which low-voltage driving is made possible, and whose the durability is excellent, the heat efficiency is high and the warm-up time is made short and which copes with high-speed equipment and further where offsetting is not caused by not using a releasing agent at all or by using an extremely small amount of the releasing agent even if it is used. SOLUTION: A fixing belt 40 is wound on a heating roller 10 where an exothermic resistor layer 10b is provided on a conductive hollow core material 10a and a fixing roller 20 and a pressure roller 30 is arranged at a position where it is opposed to the fixing roller 20 through the fixing belt 40. When the exothermic resistor layer 10b is energized in the thickness direction by a power source device 50, heat is generated at the exothermic resistor layer 10b so that the fixing belt 40 is directly heated. The recording paper P is carried between the fixing belt 40 to be heated and the pressure roller 30 so that an unfixed toner image T is fused and fixed on the recording paper.
