PROBLEM TO BE SOLVED: To provide a plasma display panel with high precision and high luminance capable of stably displaying a clear picture. SOLUTION: This plasma display panel has a first substrate on the surface of which an address electrode 6, a first dielectric layer 7 to cover the address electrode 6 and a phosphor layer 21 to cover the first dielectric layer 7, and a second substrate on the surface of which plural pairs of electrodes having an X sustain electrode 3 crossing the address electrode 3 and a Y sustain electrode 4 (scan electrode) as one pair, and a second dielectric layer 5 to cover the sustain electrodes are formed and the first substrate and the second substrate are placed face to face through a discharge space 9 in it. The thickness of the first dielectric layer 7 covering the surface of the address electrode 6 is not more than 5μm (micron).
