PROBLEM TO BE SOLVED: To provide a charging member and a charging device adopting the same excellent in surface smoothness capable of preventing an image defect from being caused even under the high temp./high humidity, even in the case of adopting for an electrostatic latent image process in a copying machine, a printer or the like. SOLUTION: As for this charging member 1 capable of charging a body to be charged by making it abut on the body to be charged and applying a voltage between it and the body to be charged, the charging member 1 is provided with an elastic layer 3 and a coating layer 4 formed on the outside of the elastic layer 3 directly or through another layer and moreover the coating layer 4 is composed of a water based resin and the contact angle with regard to the water exceeds 100 deg.. This image forming device uses the charging member 1.
