PROBLEM TO BE SOLVED: To convert a sampling frequency without measuring and recognizing a 2nd sampling frequency in advance in the case of converting a 1st sampling frequency into a 2nd sampling frequency of other device and transmitting information. SOLUTION: A sample interpolation means 35 interpolates information sampled by a 1st sampling frequency F1 and a first-in first-out storage means 37 stores the interpolated sample. The interpolated sample is read by a variable sampling frequency from a variable sampling frequency generating means 40 that is discrete-feedback-controlled so that the variable sampling frequency is equal to a 2nd sampling frequency F2 in the case of conversion of control.
