PROBLEM TO BE SOLVED: To shorten processing delay time in a filter processing part and to reduce the capacity of a memory loaded on the filter processing part. SOLUTION: Input images for respective unit images obtained by dividing the image of one frame into plural are stored in the memory parts 31-i of different storage destinations. At the time of performing a filter operation to the input images, when the unit image adjacent to the input image is present on at least one of the left side and upper side of the input image, the unit image adjacent on the left side is defined as a left image, the unit image adjacent on the upper side is defined as an upper image, the unit images are inputted from the memory parts 31-i to a filter operation part 33 and the filter operation is performed to the boundary surface of the adjacent unit images as well.
