PROBLEM TO BE SOLVED: To execute fault restoration based on efficient switch control by saving packaging space. SOLUTION: Signal processing means 11a to 11n perform processing of a signal every channel. Fault separation protection switches 12a to 12n open when a fault occurs to its own signal processing means and close at the normal time or when the fault is restored. Path opening and closing protection switches 13a to 13n are connected to a channel at a rear step, close when the fault occurs to the signal processing means at the rear step when the fault occurs to the signal processing step at the rear step, and open at the normal time or the fault is restored. A signal reserve processing means 21 processes the signal instead of the signal processing means to which the fault occurs. A fault saving protection switch 22 is connected to the signal reserve processing means 21, closes when the fault occurs to the signal processing means 11a to 11n, and opens at the normal time or when the fault is restored. A fault management unit 30 performs fault monitoring control and switch opening and closing control.
