PROBLEM TO BE SOLVED: To improve the availability of channel and to easily allocate a call incoming terminal. SOLUTION: B-channels are grouped and a telephone number is allocated to a grouped B channel group respectively. When a call arrives at a telephone number 'XXXXXXXXX', an empty channel out of B-channels B1 to B3 is selected and a call is received. Even when all the B-channels B1 5o B3 are used, disconnection is performed without using channels other than those. Similarly, when the call arrives at a telephone number 'YYYYYYYYY', the dead channel out of B-channels B4 to B6 is selected and the incoming call is received. Even when all the B-channels B4 to B6 are used, disconnection is performed without using the channels other than them.
