PROBLEM TO BE SOLVED: To describe a constant which needs to be divided in a program, without making a user aware of the division part of the constant. SOLUTION: A constant division storage information holding means 53 holds extracted constant division storage information 73, and a constant division information generating means 54 calculates 'constnat division part' of the constant, which is divided and stored according to the constant division information 73 and holds it additionally to the constant division storage information 73. A program connecting means 61 extracts a constant from an inputted rearrangeable program and finds its value and a constant division information detecting means 62 detects constant division storage information 73, matching the variable name of a constant at every constant whose values is found. A constant division storage means 63 stores partial constants of constant division storage area size which has constant division parts at start bit positions in machine-language instruction codes at constant division storage parts of the machine-word instruction codes in each corresponding machine-language instruction code according to the constant division storage information 73.
