PROBLEM TO BE SOLVED: To provide high-speed supervisory and control signal transmitter capable of securing the double capacity of capacity allocated to one line for main signals as a control signal. SOLUTION: Corresponding to clock signals CLK1, and CLK2 supplied to a main supervisory and control device 31, main signals S1 and S2 of lines 101 and 201 are multiplexed through control signal multiplexing parts 11 and 21 while using various control signals outputted from transmission control signal multiplying processing parts 16 and 26 and the respective control signals are separated by multiplex signal separating parts 15 and 25. When detecting the separated control signals through control signal detecting parts 14 and 24 at all the time, a control signal A3 is outputted from a switching control part 39 to a control selection control part 34 so as to receive the control signal of the normal line and the control signals to be multiplexed on the main signals S1 and S2 are switched. When the respective control signals of the lines 101 and 102 are normal, the respective main signals S1 and S2 are transmitted while superimposing the respective control signals on them at idle time.
