PROBLEM TO BE SOLVED: To enhance the sharpness of a moving edge by replacing a scanning line of a current field with a weighted mean value of adjacent scanning lines obtained from both the current field and the adjacent field so that a total contribution amount of each field is identical to each other that is used to generate a missing line. SOLUTION: Multiplexers 9-15 select coefficients used to generate interpolated missing lines and coefficients used to revise existing scanning lines, based on a selector signal for 1st and 2nd scanning line outputs. The coefficients appearing outputs of the multiplexers 9-15 are given to one input of multiplexers 16-22. The other inputs of the multiplixers 17, 18, 20-22 are respectively driven by an output of scanning line storage devices 4-8. When outputs from the multipliers 16-22 are summed altogether by using an adder 23, an output 24 becomes a desired sequential scanning video signal.
