The permeability of the secondary barrier layer (104) between the adjoining plates is achieved by flexible gas and fluid-tight bands (120) traversed by thin deformable metal foil. The layer-facing (10) side of each band is hermetically sealed to a secondary layer element over band area (120a) and so joined on the far side (120b) to the barrier element of the adjoining plate that the center part of the band (120c) bridging the join between the two specified barrier elements remains free to deform elastically and/or extend relative to the blocks being insulated and the sealing join. Thus wall-adjoining plates can adjust with limited play in parallel to the wall.
