PROBLEM TO BE SOLVED: To prevent an accident due to freezing or deposit of a refuse by molding a section in a wing shape so that a front edge becomes thick and a trailing edge becomes thin, and attaching a plurality of sector blades disposed at an angle in which a stream line of brine flowing in a hollow shell plate is not released, thereby preventing a circulation of the brine. SOLUTION: Blades 16 are disposed at a position in which a brine circulation easily occurs in the heat exchanger so that its front edge 16a is located at an upstream side of a flow of the brine so as not to be brought into contact with a shell plate 11, and the brine smoothly flows in. A trailing edge 16b is similarly disposed so as not to be brought into contact with a baffle plate 14, and the brine smoothly flows out. Further, the blades 16 are disposed at an angle in which a streamline of the brine is not released, and fixed via spacers 17. Accordingly, a flow of the brine branched to its upper surface 16c side and a lower surface 16d side by the blades 16 is accelerated at the surface 16c side according to a difference of lengths of blade chords. As a result, a circulation occurring at a butted portion of the plate 11 and a baffle plate 14 can be eliminated, and a refuse can be discharged.
