PROBLEM TO BE SOLVED: To utilize a radio channel effectively in group communication in a mobile communication. SOLUTION: A base station 1 uses an abbreviated mobile set identifier which is assigned to a group used in a communication link setup phase for group communication also for a group identifier, even in a communication phase and a communication link release phase for group communication to manage and use succeedingly, corresponding to the operating radio channel. Other abbreviated mobile set identifier is assigned to a group communication of other group, and group communication is conducted by using the channel which is the same as a channel in use.
