PROBLEM TO BE SOLVED: To provide a communication provider who introduces a communication infrastructure and starts new services with a client management system that is low in development cost, short in construction period and high in maintenability. SOLUTION: An interface device 22 has characteristics that it cuts out a service order transmission function included in a conventional client management system 21 and makes it an independent device. The interface device 22 converts a services order transmitted in a common format from a client management system 21 into a service format inherent to each communication infrastructure, and transmits it to a communication infrastructure 23. A communication procedure between the interface device 22 and the client management system 21 and the service order format are common ones that do not rely on the communication infrastructure 23. Also, the interface device 22 is equipped with a variety of communication procedures which each communication infrastructure 23 has and executes operation (action) for converting a protocol between the client management system 21 and each communication infrastructure 23.
