PROBLEM TO BE SOLVED: To easily replace a blade without using a tool by integrally shouldering a circular blade on a tape roll by incorporating the circular blade into a small device, and safely using the circular blade by housing an edge in a groove so as to stably hold the circular blade. SOLUTION: A circular blade 2 is pivotally fixed to a tool post 4 by pressing a bolt 6 in the upper surface from the under surface, and a presser plate 7 is placed to firmly fasten a nut 9 fixed to a push button 8. A hook of a tension coil spring 10 is fitted in a projecting button 5 of the tool post 4 to be shouldered on a tape roll, a spring shoe 11 installed on a core of the tape roll is inserted, a special nut 12 is screwed in to adjust the effective turn number of the tension coil spring 10 to be stably held. The spring hung down on both sides is divided by a partition plate 14 to be housed in a spring cover 13. A tape is pulled out by the prescribed length to be cut. In replacing a blade, the presser plate 7 is removed, the partial division by dividing the circular blade into equal parts at an interval of 5 to 6 mm is rotated and moved, the presser plate 7 is placed, and the push button 8 is firmly fastened to complete the replacement.
