PURPOSE: A device is provided to improve the printing quality, to maintain the minimum distance between a control arrangement and a toner carriage body and to decrease the electric control devices related to control electrodes. CONSTITUTION: The device comprises:a substrate(1) having many control electrodes; various voltage resources connected to each control electrode; more than one set of deflection electrodes(10, 11); and more than one of deflection voltage resource(15) able to be connected to each deflection electrode set to affect the symmetry of electrostatic field;:Herein, the substrate has more than one of layers containing insulating material layers and deflection electrodes, and the control electrode is etched on the surface of the substrate.
