PROBLEM TO BE SOLVED: To fix easily and securely to a shaft material, and arrange mutually closely and fix by providing prepared holes for nails or screws to fix to the shaft material of a building, penetrating a surface material and a frame material in the thickness direction of a panel. SOLUTION: A surface material 3 for a structure is applied to the tops of frame materials 2, and the other surface 5 for the structure is applied to the underside. In addition, a thermal insulating material 6 made from a foamed resin is inserted into between the upper and lower surface materials 3, 5. And more than one prepared holes 4 for nails or screws to fix to the shaft material of a building is penetrated into the surface materials 3 and the frame material 2 in the width direction of the panel 1. To use as a structural member of a roof substrate, each panel 1 is arranged side by side so that the frame materials 2, 2 and an intermediate frame material 2 extending along the short side of the panel 1 may be joined to a purlin as a shaft material. In addition, nails are driven into the purlin penetrating the prepared holes 4, thereby making the panel most suited to structural members such as a roof substrate, ceiling, wall and floor of a building, reducing significantly construction time.
