PROBLEM TO BE SOLVED: To reduce a force required for rotation to an extent that allows babies and children to make a rotation simply. SOLUTION: A support shaft 2 is integrally mounted at the center of a rotary base 3 on which people ride and arranged to protrude downward through a bottom surface of the rotary base 3. A lower end of the support shaft 2 is placed on a bearing base 8 so as to contact the bearing base 8 at a point on the axis thereof and an engaging body 11 covering the other end part thereof is mounted on either the support shaft 2 or the bearing base 8. A plurality of wheels 7 free to turn loosely are arranged at an interval on the bottom surface of the rotary base 3 along the periphery thereof. A circular rail 12 is arranged on the track of the movement made by the wheels 7 and, when the rotary base 3 is horizontal in attitude, all of the plurality of wheels 7 float over the rail 12.
