PROBLEM TO BE SOLVED: To safely, effectively and economically produce the subject compound useful as an intermediate for producing a compound capable of manifesting a herbicidal activity by reacting a specific oxalacetate in the presence of a specified amount or more of a specificα,β-ketone, an ammonia source and a solvent. SOLUTION: A compound represented by formula I [X is O or S; R1 to R3 are each a 1-6C alkyl or a (substituted)phenyl] or its alkali metal salt (e.g. diethyl ethoxyoxalacetate) is reacted in the presence of at least one mol equiv. amount of a compound represented by formula II (R4 and R6 are each H, a 1-6C alkyl, a 1-6C alkenyl or the like; R5 is H, a halogen or the like) (e.g. methacrolein), an ammonium source (e.g. anhydrous ammonia) and a solvent such as ethanol, as necessary, at a high temperature (preferably the refluxing temperature) to produce the objective compound represented by formula III (e.g. diethyl 5-methylpyridine-2,3-dicarboxylate).
