PROBLEM TO BE SOLVED: To obtain a minutely encapsulated spherical polymer having high surface smoothness, 1.3-9 swelling index and <6% content of a soluble fraction. SOLUTION: This finely encapsulated polymer having high surface quality, containing <6% of soluble fraction and having 1.3-9 swelling index is produced by polymerizing monomer droplets encapsulated in microcapsules suspended in a water phase containing at least one hydroxy aromatic compound as a polymerization retarder and at least one aliphatic peroxy ester as an initiator by using 34-99.7 wt.% of a monomer, 0.1-15 wt.% of a cross-linking agent, 0.2-1.0 wt.% of a peroxy ester and 0-50 wt.% of an additive. The percentages are based on the sum total amount of the ingredient (a)-(c).
