PROBLEM TO BE SOLVED: To recycle a paper envelope even with an adhesive layer attaching to a sealing part by providing a strip-like alkali-soluble, water-soluble or water- re-dispersible acrylic based adhesive layer and release paper positioned thereon on the sealing part on a side of a paper envelope body or at a tip of a sealing piece. SOLUTION: An adhesive layer 2 having release paper on a surface is provided for a sealing part 1 on a side of a body on a rear of a vertical paper envelope. The adhesive layer 2 may comprise only adhesive and may have a water-soluble or water-dispersible base material in a center core. At the time of providing the adhesive layer 2, for example an adhesive double coated tape for sealing is used. The tape is formed by laminating respective pieces of release paper 6, 6' with both faces subjected to peeling treatment on both faces of a pressure sensitive adhesive layer 5. The laminate may be either a sheet or a roll. When an adhesive layer with release paper is to be formed on a paper envelope using the tape, a set of the adhesive layer 5 and the pieces of release paper 6, 6' are peeled or unwound, and the exposed adhesive layer 5 may be stuck to a predetermined position on the paper envelope.
